Cardinal Ouellet's letter in response to Archbishop Viganò is important because it proves the following central Viganò claims.
1) McCarrick had been disciplined, albeit informally, by Pope Benedict XVI.
2) McCarrick disregarded those serious directives to "lay low," especially in his very active involvement influencing the 2013 Conclave.
3) Pope Francis knew of the charges and Pope Benedict's measures against McCarrick and His Holiness decided to cover-up for and fully rehabilitate McCarrick, making him one of his most trusted advisers in US episcopal appointments (e.g. Chicago, Newark) and in world affairs (e.g. Cuba, China.).
The homosexualist legacy of McCarrick needs to be entirely uprooted, for the good of the Church and the sanctification of the clergy. There are countless notorious anti-clerical homosexualists at every level of the Church. By homosexualist I mean those who pretend that it is not their place to judge regarding notorious homosexuals in the clergy and in the Church.
The Ouellet letter also shows that Pope Francis does notice that his silence on this matter is creating great division and harm in the Church, yet he still remains quiet! Wolves are running the Church at the highest levels and the Chief Shepherd has nothing to say about it! The shepherd who promotes wolves is no shepherd. The matron of a whore house is surely no virgin!
